An Unhappy Birthday Indeed

NASA has turned 45, and Rand Simburg makes a good case for early onset dementia, and the need for euthanasia, on the part of the agency. Go read it, and I hope to get back to the discussions on an effective agency to replace NASA one day soon. Promise. Really. Honestly, this time I mean it.

I believe Rand makes several good points. However, as justification for euthanasia, he argues that "NASA is once more confronted with a need to change, something that it has never been able to do in the past, and seems institutionally incapable of doing now." I believe this view is based on seeing NASA only as the Shuttle/ISS NASA. There is much more to the agency, though the Human Spaceflight elements may claim too large a share of the budget: in 2003, the budget includes $6.1 billion for human spaceflight, and $8.8 billion for science, aeronautics and technology. (By contrast, the 2004 Department of Labor budget is $71 billion.)

I agree that NASA should get out of the LEO launch services business entirely, but I do not agree that NASA should be euthanised.
