All I can and will say is that when it comes to intelligence and intelligence reform, I would listen carefully to what Stansfield Turner has to say, then do exactly the opposite. Read up, study his tenure (and his father's role in WWII and intelligence is a good read too, see At Dawn We Slept), and you should pick up fairly quickly why I say this.
